For a Starsign to start, I would probably go with The Apprentice or The Mage. The Atronach is arguably the best mage sign, but it takes a little bit of game know-how to use at its' full effectiveness, so I wouldn't take it on a starting character. Now, Armour: Encumberance makes a 'big' difference to your manoeuvrability in Morrowind.
