The Keeper step definitely requires all 4 bows for unranked and most likely for offline as well. If it's asking for the Void Bow (which is what I'm assuming this Arc of Darkness you're referring to is) and you don't have it, then it will ask for all 4 bows. Not in solo, you can 100% do it with 1 bow in solo.
