I'd be inclined to let Disintigrate kill a creature with regen, but the spell WAS massively changed in 3.5, and it now basically only turns you to dust if the damage kills you. "Any creature reduced to 0 or fewer hit points by this spell is entirely disintegrated, leaving behind only a trace of fine dust."

Dnd 5e regenerate. Regenerate does not imply it can regrow any significant portion of the body, but I guess the creators didn't think to take it to the extreams.. It is a high level spell, so I guess it would work on something like a severed head on life support. But anything that could be considered alive as just an eye (or hand, etc) probably already has supernatural regenerative powers.
