With Firesweep, QP seal and +spd boon you can go attack x2> galeforce >attack x2 (galeforce CD 1)> dance> attack x2> galeforce >attack x2. If the enemy doesn't have a bulky green then a flier honed Cordelia with a dancer can sweep an entire 4 member team.

At your level it will technically be quicker to grab Galeforce that way, though it will be adding several extra internal levels for no skill gain. If you don't want to do that you have to use a Second Seal to reclass to pegasus then promote to dark flier normally.
