For non-explosive gatling plasma weapons, the splitter turns the weapon into a low-damage, short range, completely ineffective flamer-like weapon. It's awful. Bloodied is better if you plan on being sneaky because you can combine it with unyielding and be in stealth mode forever with the agility boost. Even without sneak you could probably run bloodied. Instigating is second best if you don't want to lock in on the low health build. That's the one niche advantage it has.
