Everything has a gimmick. No shields & extra health is the rough riders gimmick. It can also trigger skills that have the condition of "when shield breaks", which is mainly going to be krieg, but it can turn him into an even bigger beast than usual. Good for starting into UVHM. Just so happens to be perfectly parted.

Ok. So the rough rider acts full for skills that need it to be full (ie vagabond or brimming shield abilities). It is never depleted for skills that need it empty like roid or fleet. For skills that are based off how low the shield is (ie the lower it is the more of the bonus u get) it acts as super low and so u get the full bonus.Any have a rough rider shield any level will trade for lots of level 50-60 legendary or unique.
