The fifth mission is available in chapter 4. Meet Leopold Strauss in the gang hideout in the swamps - this hideout is available in chapter 4. This time, Strauss asks you to visit only one debtor. There are possible random encounters in that area which prevent it from spawning, though. And if you already had these random encounters in chapter 2, they won't happen again later. I usually tend to ride around with a rifle drawn and use the horse as bait.
