Plex remote access keeps turning off

Restarted Server, Lost Remote Access. I'm running Plex 1.30.0.6359 on Windows 10. I almost never restart the server but on this rare occasion did and now I've lost remote access. I've triple checked my port is open. When I go to Remote Acess settings and click Retry it says I have an outside connection but still cannot remotely access the server.
