In recent years, the filibuster has been a major reason for gridlock in the U.S. Senate. We did some digging into state filibuster rules, and found that the U.S. Senate filibuster is uniquely dysfunctional. It requires more effort to delay legislation with a filibuster in 43 states than it does in the U.S. Senate.
