Skyrim best lighting mod
One thing you could do is use the mod cathedral presets, it allows you to lighten up interiors and the night time. Have you tried mythical ages, it’s a very nice mod too and the nights aren’t dark at all. It has a more fantasy look but you can adjust the look in the menu. It has some great sky effects for the setting sun.
Elfx is probably the best one, but I haven't used both mod since last year. I personally use relighting skyrim and ele, with purity handling my weather. That combination runs lighter as purity Al's handles waters, waterfalls and other mods. The only other one I know of that plays well with cot is rlo, and many people say its even heavier than elfx.
Lux is better than ELFX lighting imo, it's meant for ENB and looks very muted without it, but I found that Aequinoctium with the interior tonemapping enabled (Filmic or Filmic Enhanced) pretty much fixes that. Lux is by far the best interior lighting mod available (IMO). I like it a lot more than ELFX and Window Shadows RT. Just make sure to download Mechanicalpanda's Brighter Templates (it's listed as an optional file) if interiors are too dark with your ENB (I find one of the bottom-4 options are best, depending on how dark your ENB is).

About this mod. Adds Lanters, Candles, Braziers and torches to the outside envioirement around Skyrim's many Cities and settlements. All lights are controlled by a night/day script that supress the fire animation during the day in most areas so it feels more realisitc rather than having fires burning 24/7.
