There simply aren't enough alliance to go around for healthy server pops so everything is going to trend into a couple of 100% pop megaservers. It can't be fixed at this point, it had to be prevented from the beginning of classic. TBC being the horde expansion on top of paid boosts to facilitate rerolls just accelerated things
