For those unfamiliar with Trial System, Judges do 99.9% percent of reports. Only one or two Gmod actually bothers doing Trial stuff, SpellChecker and Jerme (if things didnt change). So if it was left to Judges who actually do majority of reports and has more experience than rest of them it would not be punished.
