There's only a handful of frames its really good on that have the base armor and health to make it worthwhile. Baruuk, Chroma, Ember, Grendel, Khora, Inaros, Lavos, Nezha, Nidus, Oberon, Saryn, Valkyr are prime candidates. I'd say Chroma and Saryn are the best options. Out of all the frames I considered they are the 2 with Primes.
